Claudia Quintana

City Attorney

Claudia Quintana was appointed City Attorney in 2012. Ms. Quintana obtained her B.A. in English from the University of California, Riverside and a J.D. from U.C. Hastings College of the Law. Upon law school graduation and passing the bar examination in 1995, Ms. Quintana became a deputy public defender with Solano County where she represented numerous criminal defendants in dozens of jury trials and various dispositive motions. In 2004, she began her employment with the City of Vallejo as a Deputy City Attorney. In that capacity, she continued applying her litigation skills in defense of the City of Vallejo in various state court cases. Additionally, she staffed the City of Vallejo Planning Commission and furnished transactional and advisory legal services to the various City Departments. In 2005, she was admitted to practice in Federal District Court for the Eastern District, where she represented the City of Vallejo in various federal cases. During the course of her employment with the City of Vallejo, Ms. Quintana was involved in several landmark negotiations, including the transfer of the City’s bus service to SolTrans, the master transfer agreement of ferry services to the Water Emergency Transportation Authority, a historic cultural easement in favor of the Yocha Dehe Tribe regarding Glen Cove Park and the Solano 360 development agreement.

Before joining the City Attorney’s office, Randy Risner was a partner at a San Diego public agency law firm where he represented the cities of Del Mar and Murrieta as well as the City of San Diego.  As a private practice attorney, Mr. Risner has served as city attorney, assistant city attorney, deputy city attorney, bond counsel, disclosure counsel, general counsel and special counsel for California cities and public agencies throughout the state.  In addition, Mr. Risner serves as a Judge Advocate General for the California State Military Department where he represents the California Governor’s Military Council as well as California National Guard commands throughout California.  He has been awarded the California Medal of Merit, the California Commendation Medal, the Army Achievement Medal, the Global War on Terrorism Medal and other awards.  In 1994, Mr. Risner graduated from San Joaquin College of Law in Fresno, California where he received a Juris Doctor.  He graduated cum laud from National University in San Diego with a Bachelor of Arts Degree in Behavioral Science in 1990. 
   
 Kelly J. Trujillo, Assistant City Attorney

Kelly J. Trujillo joined the City Attorney’s Office in 2012. Ms. Trujillo represents the City of Vallejo in various actions including dangerous conditions of public property, civil rights claims, and contract disputes. She has extensive courtroom experience including jury trials, mediations and dispositive motions in Superior Court actions and United States District Court, as well as briefing in the California Court of Appeal. In addition, Ms. Trujillo provides legal counsel to various departments within the City. Ms. Trujillo, a Vallejo native, received her Juris Doctor with honors in 2006 from Lewis and Clark Law School in Portland, Oregon. Ms. Trujillo received her Bachelor of Science degree in Environmental Policy Analysis and Planning from the University of California at Davis.
   
 Shannon Eckmeyer, Assistant City Attorney

Prior to joining the City of Vallejo, Shannon Eckmeyer was employed for the League to Save Lake Tahoe for five years. She specialized in analyzing environmental reviews, regional planning, and negotiating on behalf of the nonprofit. She was appointed by the City of South Lake Tahoe City Council to serve as a Planning Commissioner for the term 2014-2016. She was awarded Citizen Planner of the Year by the Nevada Chapter of the American Planning Association for her work in regional planning in 2013. She received her Juris Doctor and Master of Environmental Law and Policy from Vermont Law School. She received her Bachelor in Arts in Environmental Studies and Law and Society from University California Santa Barbara. She is eager to apply her experience through planning to her role in working with both the community and economic development and planning departments.

Katelyn M. Knight joined the City Attorney's Office in 2018 as a seasoned litigator with experience defending public entities in state and federal court. She spent eight years in private practice and was named a "Northern California Rising Star" by the Superlawyers Magazine for five consecutive years from 2013-2017. Ms. Knight graduated from Santa Clara University School of Law in 2009 where she served as the Senior Articles Editor for the Santa Clara Law Review and Manager Editor of the school newspaper, The Advocate. She received her Bachelor of Science in Business Administration from the University of Colorado at Boulder in 2005.
   
 Timothy R. Smyth, Deputy City Attorney

Before joining the City Attorney’s office in 2018, Mr. Smyth was litigating a wide assortment of cases for nearly 10 years. Mr. Smyth has extensive experience representing both Plaintiffs and Defendants in such areas as construction defect, products liability, personal injury, habitability, premises liability, and intellectual property. Timothy Smyth received his undergraduate degree from the University of California, Davis and graduated from Golden Gate University School of Law in 2008 with a Specialization Certificate in Intellectual Property. While at Golden Gate University, Mr. Smyth was elected President of the University’s Intellectual Property Law Association by his peers. Mr. Smyth is admitted to practice throughout California, as well as in the United States District Court of California, Northern and Eastern Districts.
   
 Eli Flushman, Deputy City Attorney

Mr. Flushman is a graduate of the University of San Francisco School of Law. At USF, he was the President of the Jewish Law Student Association and a member of the USF Trial Team. Mr. Flushman received his undergraduate degree from UC Berkeley, where he played a year on the baseball team. Prior to his employment with the City of Vallejo, he worked in the City Attorney's Office in Redwood City and in Berkeley, and as a Staff Attorney for the League of California Cities. Mr. Flushman joins the City Attorney's department as one of the two Neighborhood Law Attorneys, and will be working with community organizations, City staff, and elected officials to identify concerns that impact entire neighborhoods, prioritizing problems and devising creative solutions to neighborhood nuisances. 
   
 Dylan Brady, Deputy City Attorney

Dylan Brady is a 2014 graduate of University of the Pacific, McGeorge School of Law. He graduated with distinction, received a Witkin Award for Public Health Law, and was on the Dean’s List his last two years. Dylan graduated from UC Davis with degrees in political science and history. Prior to employment with the City of Vallejo, Dylan worked at Legal Aid of Sonoma County as their Elder Law Attorney. As a Neighborhood Law Attorney, Mr. Brady will be working with community organizations, City staff, and elected officials to identify concerns that impact entire neighborhoods, prioritizing problems, and devising creative solutions to neighborhood nuisances.
