City Council Priority: Improve Technology

At the Council Goal Setting in March 2019, the Council expressed a desire to focus on improving technology related to City services.  Currently many of the systems utilized by the City are antiquated, and in critical need of being upgraded.  

Listed below are a number of the action items associated with this Tier 1 Council priority:

  • Invest in additional IT Staffing 
  • New Finance/HR System (ERP) – foundational for the organization
  • Chief Innovation Officer to implement system improvements throughout the organization  
  • Identify opportunities for innovation, efficiencies and improvement 
  • Internal Technology Committee
  • Assessment by IT of various system needs:
  • Risk Management System
  • Permitting System – Oracle Early Adopter Program
  • Kiosks with surveys for the public
  • Digital informational “billboard” in City Hall

Update - Sept. 20, 2019: Vallejo Welcomes Chief Innovation Officer Naveed Ashraf

Naveed Ashraf is expected to start as the City’s Chief Innovation Officer on Sept. 23, 2019.

The Chief Innovation Officer is responsible for managing the innovation process and resulting change management processes throughout the organization. For example, Ashraf will assist in the implementation of the Oracle early adopter program and the request for proposals process and implementation of an ERP system.

Ashraf has 22 years of experience in Information Systems and Technology. Since 2014, he worked in the City of Benicia. Prior to his local government experience, he worked at Meyer Corporation.

He holds a Bachelor of Science degree in business with a focus in information technology from University of Phoenix. He is Vice Chair of REGIS, the Solano County Geospatial Information Systems Steering Committee, and a member of the Municipal Information Systems Association of California. Ashraf resides in Fairfield with his wife and five children.

A Note from CIO Ashraf: “I have a passion for technology, and a unique ability to break down technology into its most basic components to communicate the complex concepts in layman’s terms. I am very excited and looking forward to a new chapter in my life with Team Vallejo!”

Update – September 2019: Public Works Implements First Phase of NexGen Asset Management System

In September 2019, Public Works completed first Phase implementation of NexGen Asset Management system and purchased tablets for all employees to eliminate paper work orders; final Phase on implementation 2/20.

Update – October 10, 2019: IT Implements New Oracle Permitting System

On October 10, 2019, the IT department worked with Planning & Development Services to begin implementing a new Oracle permitting system. Staff anticipate having the new permitting system online in June 2020.

Update – October 17, 2019: Risk Management Implements StopIT

On October 17, 2019, the Risk Management Division implemented StopIT an application that helps mitigate, deter, and control unsafe situations and behavior as well as provide transparency within our organization. Employees can use StopIT to report suspected acts of impropriety such as fraud, waste, abuse, financial misconduct or violations of any law or regulation.

Update – November 2019: Public Works Implements Door Access Systems

In November 2019,Public Works implemented door access systems to improve security at Housing, City Hall, and Corp yard, with an anticipated completion date of February 2020.

Update – November 5, 2019: City Issues RFP for New Finance/HR System

On November 5, 2019, the City issued an RFP for a new Finance/HR System (ERP). Staff are currently reviewing responses.

Update – December 1, 2019: Risk Management, IT Implement Phishing Alert Button

On December 1, 2019, the Risk Management Division worked with IT to implement a phish alert button (PAB) to allow staff to flag potentially malicious emails for screening by IT.

Update – December 1, 2019: Vallejo Transitions Parking Software Services to Parkmobile

A. Park Vallejo Software Transition 

In order to provide an improved customer experience, the City of Vallejo will be transitioning parking software services from Passport back to the previous vendor, Parkmobile, effective December 1, 2019. This change may cause a temporary inconvenience, however Park Vallejo is confident that they are moving toward a smoother and overall better customer experience. 

B. Transition Period

Parking accounts and payments within Passport's platform will continue to be valid and available until November 30, 2019. 
All web-based payments for the month of December forward will need to be made through Parkmobile's platform. 
All previously existing Parkmobile accounts and services have been restored, and customers may login using their previous Parkmobile credentials. Customers must establish a permit before December 1, 2019.
Parkmobile will continue to offer both a web-based platform for monthly parking payments, as well as a smartphone app for on-the-go hourly and daily payments.
Payments made at pay stations within the parking lots, garage, and Ferry Building continue to be unaffected by this software provider change.

Update – December 17, 2019: IT Transitions to CivicPlus Streaming Module

On December 17, 2019, IT and the City Clerk’s Office partnered on transitioning to a new streaming module through CivicPlus for all City Council agenda packets and meetings. The new interface on the City’s website allows the public to access and review agenda packets quicker and more efficiently. The new interface provides an option for downloading the entire agenda packet or selecting one or more items on the agenda via a hyperlink to access the staff report and attachments. 

Update – January 2020: IT Completes Technology Assessment

In January 2020, the IT Department completed a technology assessment for the City of Vallejo. Some of the immediate areas needing improvements are: a) Immediate public safety radio system improvements. b) New radio system for Fire and Police. c) Reporting system for financial systems. d) GIS (Geospatial Information Systems). Standardization of GIS platform to ESRI. 

Update – January 28, 2020: City Transitions GIS to ESRI

On January 28, 2020, the City transitioned the City’s Geographic Information System software to updated state of the art software, Esri.
