CITY OF VALLEJO, HOLLIDAY DEVELOPMENT, AND FACTORY_OS KICKOFF NEGOTIATIONS FOR MIXED-USE PROJECT IN DOWNTOWN VALLEJO

VALLEJO, CA – The City of Vallejo is excited to announce the kickoff of the exclusive negotiations with Holliday Development and Factory_OS for a mixed-use waterfront project. This catalytic project is one of many that will help bring much-needed obtainable housing, living-wage jobs, and new commercial activity to the historic downtown and waterfront of Vallejo.

The preliminary project concept includes 130 new housing units and ground floor commercial space at 485 Santa Clara Street, a City-owned site that formerly housed the post office. The project will be built around a new public parking garage that will serve the Waterfront, Ferry passengers, commuters, and downtown residents and visitors.

This and other development projects in the area will be located in the heart of the Vallejo’s Downtown, and adjacent to the Vallejo Station transportation hub. This site is just one block from SolTrans, with its direct shuttle service to El Cerrito BART, as well as the Vallejo Ferry Terminal, the busiest terminal in the Ferry system, which provides one-hour direct service to San Francisco to more than 1.3 million riders every year.

Vallejo, often recognized as the most diverse city in California, has been experiencing an economic boom over the past few years with unemployment reaching a historic low of 3.8% and 1,700 net new jobs created in the City since January 2017.

"We are excited to be partnering with the City of Vallejo during this pivotal moment in its history as it experiences an economic development resurgence,” said Rick Holliday, founder of Holliday Development and co-founder of Factory_OS.  “This is a unique opportunity to create local hire jobs and provide much needed obtainable housing for the North Bay."

The City’s Public Works Department demolished the former post office in 2019, utilizing Regional Measure 2 funding, in anticipation of development of the site. With half of the site envisioned for a public parking garage that would complement the Factory_OS project, Public Works has been working directly with the Solano Transit Authority, the Metropolitan Transportation Commission, and the Water Emergency Transportation Authority on a coordinated public funding strategy for the parking garage.  The preliminary concept proposes splitting the site between a multi-story public parking garage wrapped by the Factory_OS multi-family housing development.

Since locating their multi-family housing manufacturing headquarters on Mare Island in 2017, Factory_OS has created more than 275 union jobs on site, where they can produce housing 40% faster and 20% cheaper than conventional construction.

When Rick Holliday established Factory_OS in 2017, the Vallejo City Council was proud to have a partner that would be bringing industry and well-paying jobs to Mare Island. Now, with this project, we are even more pleased that we will have Vallejoans building homes in Vallejo for Vallejoans. The City anticipates a negotiated agreement with Holliday Development and Factory_OS to be brought before the City Council for consideration by late Spring 2020.
