I need to get a C&D sign-off for my final building inspection. What do I need to do?
Please submit PDF copies of all your weight tags issued from the facilities used to recycle and/or dispose of your C&D debris to the City's Recycling Coordinator. Make sure to include your permit number in the subject line.
If any materials were reused or otherwise diverted from landfill, please submit a photo of the material(s) with its length, width, and height.
Do I qualify for an exemption?
A project contaminated by hazardous substances or materials defined by state or federal law such as lead or asbestos is exempt. A full list of exempt projects are outlined in Section 7.53.090 of Municipal Code. If you believe it is infeasible for your project to comply with the diversion requirement or have unique circumstances, please reach out to the City's Recycling Coordinator.
How do I get copies of weight tags?
For self-haulers: Please ensure you inform the scale house employees that you need copies of weight tags for your materials in advance. You must indicate the material type (e.g. C&D recycling) of your load. Do NOT assume your materials will be automatically recycled. Please contact the facility you used to recycle and/or dispose of your debris if you are obtaining tags after you have already left the facility.
If you used Recology Vallejo debris box services: Contact Recology Vallejo at (707) 552-3110 to get your weight tag numbers. You may subsequently request copies of your weight tags using the provided ticket numbers from Devlin Road Transfer Station.
Is there a hauling company I need to use? Can I use my own dumpster?
Per the City's franchise agreement with Recology Vallejo, they are the only company permitted to provide debris box (dumpster) service in Vallejo. You may self-haul your own debris as long as debris boxes are not used. Contact Recology Vallejo to specifically request a C&D debris box for your recyclable materials. Contents of a general debris box will be landfilled and will not count towards your diversion credit.
Where should I self-haul my debris?
The Devlin Road Transfer Station, located at 889 Devlin Road in American Canyon, is the closest C&D recycling facility. Rates and more information can be found on their website.
What are alternatives to recycling that counts as diversion?
You may reuse or donate your materials and submit a photo with the length, width, and height (LxWxH) in lieu of taking them to a recycling facility and submitting weight tags if weighing was infeasible. The Habitat for Humanity ReStore located in Fairfield accepts certain materials in good condition. How do I fill out the form if I don't know how much waste my project will generate?
We understand that the initial phase of submitting your Waste Management Plan (WMP) form prior to your permit issuance is an estimate and will not hold you to your proposed figures when it comes time to review your final submittal for diversion verification (e.g. weight tags). Phase 1 of the WMP (pre-permit issuance) is an exercise to identify materials that can and should be recycled, and understanding the minimum 65% diversion requirement for your C&D debris.
